Send all resumes to Block By Block is recruiting to fill a newly created position at its Louisville, KY operations. The Social Service Outreach Specialist is an on-street, hands-on, position working to connect local homeless individuals with available services in conjunction with, and in support of, our base services. Minimum Qualifications Hiring Requirements:  Be a minimum of 21 years of age  Possess a valid license to perform social service work, if required by location or State  Possess a Associate Degree in psychology, sociology or related human services discipline (Bachelors preferred)  At least 5 years of experience working in the social service industry.  Knowledge of and experience with mental illness, homelessness, substance abuse, and anti-social behavior.  Experience working with local community services providers and resources.  Demonstrated ability to work with individuals in a patient, insightful, and compassionate manner.  Experience in de-escalation and crisis intervention techniques.  Possess an Honorable Discharge (DD214) or other acceptable discharge document, if having prior military experience  Possess a record free of felony convictions and patterns of misdemeanors  Possess a drug free life style  Possess a solid work ethic and a willingness to work when and where assigned and the ability to work independently at times  Ability to walk several miles during the course of an eight to twelve hour shift; willingness to work outside in inclement weather with variations in weather.  Outstanding verbal and written communication skills, strong time management and organizational skills.  Ability to develop operating SOP's, Protocols, and statistical reports as needed.  Ability to develop strong working relationships with stakeholders, city, county, and service providers.  Proficient with Microsoft Office (Word, Excel, PowerPoint, Publisher). Essential Functions  Ability to identify inappropriate behaviors throughout the Business Improvement District and take appropriate actions  Respond to requests for assistance with individuals needing social services assistance.  Identify individuals' needs and connect individuals wanting services with appropriate providers.  Connect "street-based" services to individuals in need of services such as mental health treatment, drug/alcohol treatment, shelter, food, clothing, transportation, and employment.  Obtain assistance from other outreach service providers when necessary to connect individuals with to meet their needs.  Build and maintain relationships with other social service providers so that the referral process goes smoothly.  Record the number of contacts made with service resistant individuals on a daily basis, indicating the nature of the contact (i.e. relationship building, referral to provider, transportation, etc.).  Complete a survey of service resistant individuals who are located in the core of downtown on a quarterly basis.  Maintain case files on clients. Physical Performance Requirements  Ability to participate and pass basic first aid and CPR  Ability to see at near and far distances. Corrective lenses acceptable  Ability to distinguish colors  Ability to hear normal conversations at 20 feet, and whispered conversations at 10 feet with or without the assistance of a hearing aid  Ability to sit, stand, and walk for extended periods of time and/or walk several miles during an 8 or 12 hour shift  Ability to climb four flights of stairs in an emergency situation  Ability to lift twenty-five pounds  Ability to drive a motor vehicle and possess a valid drivers license, when required to use company vehicles  Ability to function in extreme heat or cold conditions with variations in weather Mental Performance Requirements  Ability to participate and pass basic first aid, CPR and AED certifications  Ability to read, write, speak and understand the English language  Ability to follow instructions and retain information  Ability to speak clearly and communicate effectively  Ability to exercise self control when dealing with distraught, disturbed/disabled, irate and/or intoxicated individuals  Ability to make sound decisions and use good judgment  Ability to handle stressful situations in a reasonable manner  Ability to remain alert and vigilant to detect and respond to emergencies and criminal activity, when necessary, such as dealing with "Quality of Life" crimes Employment Screening Requirements  Provide place of residence information for past seven years  Be fingerprinted, photographed (if required for state license)  Pass an extensive and thorough background investigation, including a criminal history check, motor vehicle records, Social Security Trace, previous employment verification and character references  Pass a drug screen, both pre-employment and annual random screenings  Be required to make application for any state or county license, sponsored by Block by Block, at the applicant's expense, in accordance with state statures.
