Title: Director of Governmental Relations
Organization: New York State Conference of Local Mental Hygiene Directors, a non-profit membership organization comprised of the local Directors of Community Services/Commissioners of Mental Health for each of the counties in the state and the Department of Mental Hygiene for the City of New York. The Conference seeks a Director of Governmental Relations.
The Directors of Community Services are responsible for oversight and management of the mental hygiene systems in their localities to serve individuals of all ages with mental illness, substance use disorders and developmental disabilities. The Conference is established in Article 41 of the Mental Hygiene Law.
Job Duties: This is a professional-level position for an individual who is familiar with the legislative and state budget processes, and accurately analyze bills and the state budget. The successful applicant will possess the skills to advocate effectively before the Legislature, Executive and NYS Agencies and develop relationships with key stakeholders to advocate for the Conference’s priorities for the community mental health, substance abuse, developmental disabilities systems in the State. An understanding of Medicaid, Medicaid Redesign or behavioral healthcare is preferred.
The position reports to the Executive Director and works closely with the Counsel, Conference Officers and membership. The Director is a policy-oriented position and requires excellent analytical skills to understand and evaluate the impact of legislative proposals and the state budget on county mental hygiene funding and operations.
The Conference has several Committees and the Director of Governmental Relations is expected to staff a committee and work with the committee Chair and state agency staff in identifying pertinent issues, developing agendas and maintain ongoing communication.
Qualifications: Applicant must have relevant experience in state government, excellent interpersonal skills, be a self-starter. The salary is commensurate with the candidate’s experience and the portion of the full skill set the person brings to the position.
The Conference is an affiliate of the NYS Association of Counties (NYSAC) and we participate in the state and local employee retirement system.
