We need a highly skilled Proposal Manager to help meet the needs of our growing customer base. Our Proposal Managers manage multiple large and small proposals, primarily in response to federal government requests for proposals and requests for quotes (RFP/RFQs); plan, coordinate, and produce oral and written proposals; and interact directly with program directors, capture managers, contracts managers, and technical leads.
RESPONSIBILITIES - Knows, applies, and promulgates effective proposal development and proposal management processes, as well as project management approaches and techniques - Works with capture managers on large strategic opportunities; analyzes customers, competitors, internal capabilities; and helps articulate win strategies - Manages the development of all proposal products, including written responses and oral presentations - Ensures that all final products are clear, compelling, and fully comply with all procurement requirements - Works closely with the capture manager, technical lead, and executive management to ensure that the strategy, win themes, and discriminators are properly reflected in proposal products - Serves as the primary point of contact for data calls to subcontractors - Creates compliance matrices, proposal outlines, and proposal development schedules - Enforces the proposal schedule with the capture manager or technical lead - Devises, disseminates, and enforces version control procedures for all proposal sections - Anticipates and resolves proposal challenges and problems - Leads proposal team meetings, such as kick-off meetings, pink teams, and red teams, and other reviews as necessary - Produces, assembles, labels, and packages all hard copy proposals, in full compliance with RFP instructions - Leads internal lessons learned meetings to identify ways of improving the proposal process; participates in debriefs with the government; and documents recommendations for improvement
REQUIREMENTS - Bachelor’s degree and at least 8 years of experience managing proposals in response to federal solicitations - Track record of winning federal contracts - Experience with proposals involving multiple team members - Experience with performance based contracting a plus - Formal training in structured proposal development (e.g., Shipley) a plus - Outstanding leadership, teamwork, and motivational capabilities - Energetic, highly skilled, and well organized, with significant attention to detail - Strong interpersonal and listening skills; exceptional time management skills - Strong communications and persuasive writing skills.
