EMERGENCY MANAGEMENT PROFESSIONALS NEEDED TO SUPPORT US AIR FORCE AT 31 BASES NATIONWIDE

The US Air Force (USAF) Headquarters Air Force Civil Engineer Support Agency (AFCESA)is in need of 40 Emergency Managers to provide products and services to the AFCESA Readiness Support (CEX) Division at 31 Bases within the USA. The program areas include Emergency Management (EM); CBRN; and Counter-CBRN passive defense and consequence management, joint service installation protection, joint service equipment assessment, homeland defense, homeland security, and force protection.

The 2 main areas are in Installation Protection and Emergency Management Plans and Programs.

INSTALLATION PROTECTION RESPONSIBILITIES
--Assist in the continuance of the Joint Program Manager-Guardian (JPMG)/AF Installation Protection Program (IPP) systems capabilities by integrating CBRN installation protection capabilities at the 31 Bases.
--The various installations consist of both government and commercial technology designed for detection; identification; warning; reporting; decision support; individual and collective protection; decontamination; and surveillance and response.
--Coordinate management efforts by identifying issues; performing situational and risk analysis; formulating expert opinions based on relevant findings; and providing systemic alternatives for issue resolution.
--Leverage existing emergency response, physical security, communications, and infrastructure to minimize the impact on/to installation operations.

EMERGENCY MANAGEMENT PLANS AND PROGRAMS RESPONSIBILITIES
--Manage and execute CE AF program-level responsibilities under multiple AF, Joint Service, Federal and international programs, directives, and agreements.
--Manage and oversee EM plans, training, logistics, and publications; financial planning and management; CBRN defense; NBC warfare defense; response to terrorist use of WMDs; hazardous material emergency response; nuclear weapon accident response; counter-CBRN passive defense and consequence management, joint service installation protection, joint service equipment assessment, homeland defense, homeland security, antiterrorism, force protection, and defense support to support civil authorities.
--Develop products and provide plans, logistics, training, and publications support.
--Develop the products that support AF EM Program implementation to the populations living and working on AF installations worldwide.
--Assist the government in financial planning; and management and execution of EM Programs and associated contracts.
--Provide support to implement and sustain Joint Service Installation Protection Program (aka Project Guardian) capabilities.
--Review and analyze federal, joint service, and multi-agency plans; concept of operations and audits; develop and review financial plans and budget initiatives; analyze and peer review scientific and technical reports; plan and evaluate tests and filed exercises; and plan and conduct working groups, conferences, and integrated product development team meetings.

GENERAL INFORMATION & REQUIREMENTS
--Must be a US citizen.
--Must possess an active Secret security clearance issued by DoD.
--This is a 3-year contract (1 base year plus 2 option years).
--Must have Air Force specific emergency management experience.
--These positions are full-time hours.
--This is a W2 employment opportunity.
