- Manage 4 subordinates in operation/maintenance of Water
Treatment Plant and water distribution system
- Provide advisory service to General Manager regarding needs and requirements of the plant and system,
- Prepare annual budget proposal, and monitor operating and capital budgets for water department
- Organize and schedule, plan, prioritize and assign
work for operators and assure work meets all state and federal requirements.


- Must have a minimum two (2) years of post-secondary continued education in water treatment technology, science or engineering
- Must have Iowa Grade IV Water Treatment Plant Operation Certificate
- Must have Iowa Grade III Certificate in Distribution
- Must have a minimum of five (5) years of management in grade III or
grade IV water treatment facility experience including maintenance and
- National Career Readiness Certificate (NCRC) is preferred.

Computer Skills:
To perform this job successfully, an individual should be proficient with
Microsoft Office products (Word, Excel, Power Point, Access, Outlook), CAD, SCADA or the ability to learn.

- Knowledge of IOSHA, OSHA, City and State Codes and requirements for
construction applications.
- Valid driver's license.
- Basic CPR and First Aid

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other exempt duties may be awarded to meet business needs:
. Ability to handle confidential information.
. Plan and direct activities concerned with water utility systems
installation, operations, maintenance and service.
. Aid in design and plans to construct water treatment plant
expansion, general construction jobs, water mains and other projects.
. Provide technical direction for planning and design of projects
including the review of plans and specifications.
. Obtain required permits for all construction activities and any
required operating permits or approvals.
. Assist with administrative duties, including but not limited to
Planning and Zoning, Board of Adjustment and other organizations within the
. Assign crew leaders to projects.
. Manage personnel including scheduling working hours, overtime, time
off, completing employee performance evaluations and corrective conduct
. Review technical papers, catalogs, and other reference materials,
and confer with sales representatives to select and recommend new supplies,equipment and construction or maintenance methods to improve operations.
. Confer with management and other supervisors to plan construction
and preventative maintenance programs in coordination with other operating activities.
. Confer with contractors to resolve problems in installation of new
equipment and to assist in start-ups, new construction or new equipment
. Review inspection, repair reports, and observe progress of work on
construction and maintenance to evaluate efficiency and work quality.
. Run all necessary equipment to perform job duties.
. Direct and coordinates activities of workers as assigned in
construction, operation, repair and maintenance of utility facilities.
. Direct, train and supervise employees in operation, ongoing
maintenance and construction of utilities and equipment.
. Assist in annual department budget preparation, capital improvement
plans, and fiscal responsibility for the utility.
. Work with Purchasing Agent on material inventory and supplies.
. Run all necessary equipment to perform job duties.
. Support utility policy and objectives.
. Customer Relations, listening and addressing customer issues and
requests, and promotes good employee and public relations.
. Performs work duties efficiently, safety and cooperatively.
. The expectation for this position is Monday - Friday; 7:00 AM to
4:00 PM to be available to answer water department staff questions on a
daily basis as needed.

- Coordinate the tasks and duties of the Water Operator in Charge
(Distribution & Plant) & Water Plant Operator (I - IV).
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; overtime and time off; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Is responsible for the overall direction, coordination, and evaluation of
team members
- Carries out supervisory responsibilities in accordance with
the organization's policies and applicable laws.
