Oversee a holistic, strength-based, recovery-oriented service program for torture survivor clients and families. Lead all ongoing development and enhancement of client service programs.

Provide direct supervision for Senior Mental Health Clinician and Medical Services Coordinator.

(The examples of functions are not necessarily exhaustive. Management is not precluded from assigning other related functions not listed herein if such functions are a logical assignment for the position.)
Supervise, train, review and evaluate the work of employees, interns and volunteers of clinical team; review cases and client evaluations with assigned staff and provide direction and guidance.
Provide consultation with third-party contractors in regard to assigned cases and subsequent treatment; coordinate and manage provision of psychological evaluations.
Ensure compliance with all client-related grants and contracts, including HIPAA and CMIA.
Prepare and review charts and reports; develop forms and collect and monitor statistical data.
Conduct needs assessments, define and address training issues and set goals for program.
Conduct meetings with clinical staff to review and discuss client cases, develop treatment plans and assign projects.
Ensure treatment plans and client programs are appropriate and up-to-date.
Conduct occasional emergency intakes and manage walk-in appointments.
Provide information, education and consultation to representatives of outside agencies, other torture treatment centers, community groups and the general public.
Monitor budget to ensure that expenditures of assigned projects stay within allocated limits.
Develop and implement policies and procedures pertaining to clinical program.
Evaluate clinical program to determine if the quality of services are meeting goals and objectives; monitor quality of care and number of clients and types of services delivered; make recommendations to executive director pertaining to changes to existing clinical program.
Develop and implement an effective outcomes measurement system.
Perform studies, special projects and assignments as directed by the executive director.
Provide responsive, high quality services to clients, other staff, and representatives of outside agencies and members of the public through accurate, complete and up-to-date information in a courteous, efficient and timely manner.
Participate in the development of proposals and reports for clinical program grants.

Graduate degree and current California license in a mental health discipline
Experience in working with torture or other trauma survivors
Strong managerial and administrative experience in health care, social services and/or non-profit agencies
Experience and competence with diverse populations and language groups; facility with one or more languages other than English is a plus
Strong clinical skills, especially in trauma and crisis management using a holistic, strength-based approach
Excellent writing, communication, public speaking, problem-solving and organizational skills
Proficient in ETO or comparable human services case management database, Anasazi software and Microsoft Office Suite
Experience in all aspects of OMS, including specific measurement indicators, establishing methods of obtaining data, analyzing and interpreting outcome data and using outcome information
Strong commitment to human rights work and to the mission of Survivors of Torture, International
