Baltimore Housing (HABC/DHCD) is recruiting for someone to perform in a highly responsible supervisory and administrative work assisting the Director of Human Resources in planning, directing and implementing a broad range of personnel activities. Incumbent may serve in the capacity of Director in his/her absence. Oversees, directs,coordinates, and ensures compliance with Federal, State, and Local law in the areas of Compensation, Benefits, Employee Relations and Human Resources Information System (HRIS) for the Housing Authority of Baltimore City and the Department of Housing and Community Development employees. Develops, implements and evaluates human resources goals, policies and procedures. Oversees the efficient operation of the Human Resources Information System (HRIS). Assess organizational needs, develops programs to meet identified needs, and supervises subordinate staff. Sets goals and objectives, analyzes and interprets federal regulations, establishes agency and division policies, and develops quality control procedures. Performance of the duties requires excellent organizational, supervisory,and analytical skills.

Must have a BA degree with a major in business administration, personnel, psychology, mathematics, or similar and 6 yr exp in human resources management, benefits and compensation administration with 3 yrs supervisory exp directing a large program or operational unit. An equivalent combination of education, training, and exp which provides the required knowledge and abilities may be considered sufficient. Must have proficient knowledge of computer programs such microsoft word, excel, access, etc. Current certification as a senior professional in Human Resources (SPHR) from SHRM is desirable.

Hiring salary range $63,363 - $79,132 with excellent benefits to include generous leave, health, vision, prescription drug & dental plans; pension, life & disability insurance, & 50% educational assistance.
