The PROPOSAL WRITER will be responsible for complete processing of proposals to include discovery/origination, component coordination, and final delivery, well within the predetermined, rigorous deadlines. Responsibilities include organizing, developing, writing, editing, producing and submitting original, complex, competitive, and technically accurate responses to RFP/Solicitations, RFIs, and RFCs for federal government and commercial agencies. The candidate will write various proposal sections to include, but not limited to executive summaries, management and technical approach, quality control/assurance, and past performance/qualification summaries. As a support component to the senior management team, the potential incumbent will report to the Director of Contracts and Finance and will also work closely with the government relations team to facilitate strategic planning, evaluation, and professional development initiatives.

• Respond to government requests for proposal and other opportunities, resulting in the development of compliant, responsive, researched, and competitive technical responses
• Write, edit, proof, organize, format, and produce proposals to enhance business development
• Develop proposal plan, outlines, templates, schedule system, other pertinent kickoff material, and subsequently lead kickoff meetings as required
• Review input from customers, government relations team, partners, and other competitive data to initiate a compelling strategy, product vision, and roadmap
• Update and/or create new content for management, past performance, quality control, and staffing sections based on research
• Create and maintain a proposal library, both hard copy and electronic
• Maintain boilerplate material inventory, bid opportunities, lead qualification decisions and proposal wins/losses
• Maintain contract matrix and keep past performance information up to date
• Interact with subject-matter-experts (SME) to ensure the accuracy of documentation and participate in document reviews
• Responsible for keeping sub-contractors and SME’s on track for the deadline dates
• Review all existing corporate media to determine usability for future marketing, including web contact, project content, and other written media
Seven (7) years progressive experience in writing, editing, design, layout, and proposal production is required, with five (5) of the seven (7) years of current experience in responding to federal requests for proposals. Experience should be related to writing and developing technical information for responsive bids with proven results of a win/loss ratio of at least 20%
• Must have high-energy work ethic and be available to work non-standard hours during peak times
• Documented experience providing technical writing support for training, logistics, staffing and recruiting contract deliverables and Government proposals
• Demonstrate expertise with Microsoft Office Products and Adobe Acrobat
• Demonstrate success in managing projects within rigorous deadlines
• Demonstrate understanding of government proposal industry standards
• Certification in proposal management from the Association of Proposal Management Professionals a plus
• Excellent written and verbal communication skills
• Innovative in researching, facilitating problem solving
• Ability to work on short-term assignments with rigorous deadlines while managing multiple tasks and projects
• Ability to work independently, functioning effectively as a member of a team
• Proven ability as a technical writer and editor—Proof reading skills a must
• Proficiency in creating graphics to illustrate technical concepts
• Ability to work with cross-function teams to develop proposals in various functional areas
• Ability to use strong creativity to develop branding and marketing material to position corporation for a competitive advantage
• Active Listening - Listening to what other individuals are communicating and asking questions as appropriate
• Information Gathering - Knowing how to find information and identifying essential information
• Synthesis/Reorganization - Reorganizing information to get a better approach to problems or tasks; working with new material or information to grasp its implications
• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
• Experience working with geographically dispersed teams
• Highly proficient in MS Office, to include advanced features; knowledge of other software tools such as MS Project, and Visio
• Excellent organizational skills and attention to detail
• Strong analytical and decision-making skills that can be applied in a fast-paced environment
