Talon is currently interviewing contractors for Property Preservation positions (Foreclosed property inspector, Maintenance and Lawn Service and interior/exterior property Cleaning Service. Independent Contractors must be highly motivated, good organizational skills and have their own tools. These positions are not a Monday thru Friday job, you set your schedule in accordance with what work is sent to you through a work order.
1 - Initial Inspector Description (Not all inclusive): The primary goal of inspection services is to provide timely and accurate information regarding occupancy status and property condition. Inspections are completed in compliance with HUD guidelines when needed. Not only do we perform exterior, visual inspections, but we also ensure property preservation and preventative action by completing interior inspections. The combination of both services allows us to effectively and accurately evaluate property condition and need, inside and out.
Secure Property (Minimum Securing Requirements) o All windows and doors must be secured. o Locks on the front and rear entry doors should be replaced with one of the following master lock sets: o Kwikset No. 400 or equivalent, with identical key codes (Locks not provided). o If there is a deadbolt lock on the main entry door replace handle set with a Kwikset lock or equivalent and disable the existing deadbolt. o Other entryways that provide immediate access to the living area, attached garage or basement area should be secured with a slide bolt, unless otherwise noted in variations. Or, if the secondary entryway has an existing deadbolt lock, re-key the deadbolt to the specifications of the front and rear entry doors. o Replace locking mechanism on windows if inoperable or missing. o Sliding glass doors should be double locked. o Detached garage doors and outbuildings should be secured with a padlock and hasp. o Unplug automatic garage door openers and secure garage doors, when applicable. Garage doors should be left in such a condition as to allow for opening and closing without the use of the automatic garage door opener. o Place Realtor Box on Front door with key inside. Conduct detailed Property Inspection Conduct Systems Check Conduct Appliance Test Complete HUD Property Inspection Report (HPIR) via website. Take appropriate photos and before and after of any work performed at property. Other types of Property Inspection Services include: Presidential FEMA Inspection - You will perform visual, interior and exterior inspections to determine whether the property has sustained visible damage due to a Presidential-declared disaster. These will be performed within 24 hours of notification. Realtor Problem Call - These will be performed within 24 hours of notification. Vandalism Inspection - These will be performed within 24 hours of notification. Unsecured Property, etc. - These will be performed within 24 hours of notification.
2 - Cleaning Service Description (Not all inclusive): Removal of debris from the interior of the house (trash, garbage, broken furniture, old household appliances, paint & household chemicals, etc.) Per HUD guidance all property will be cleared of debris by the Mortgage Company prior to conveying to HUD. Maid Service for the entire house (cleaning toilets, sinks, showers, bathtubs, stoves, refrigerators, microwaves, kitchen, bathrooms and all other rooms to include the garage) Removal of debris from the exterior (yard) of the house (limbs, trash, broken swing sets, broken lawn furniture, old yard equipment etc.) Yard Maintenance - Some lawns range from 1/8 acre to 3 to 5 acres (Grass cut, shrubs trimmed, plant beds cleared, overgrown tree limbs on roof cut etc) Minor repairs outlet covers replaced, missing light fixture wires capped, and protruding nails/screws removed etc.
3 - Bi-Monthly Lawn Service (Not all inclusive): Lawn cutting includes cutting the lawn, weeding, mowing, sweeping of all paved areas (sidewalks, driveways, patios, etc.), and removal of all lawn clippings, related cuttings, and incidental debris (newspapers, flyers, bottles, etc.). Routine Lawn Service 2 times a month during mowing season (Apr Oct)
4 - Bi-Monthly Maintenance Service (Not all inclusive): Handyman/Maintenance Repair (Daily Work Orders and On Call requirements): Lock Change Boarding / Securing (broken windows requires the glass be replaced unless instructions specifically say to board due to vandalism. Toxic Mold: When a home is suspected of having a mold problem, a certified mold inspection, testing, and remediation service will be contacted and scheduled appointment set in which you will meet the company at the property. Conduct Winterization (if required) o Winterization Checking the plumbing system and providing winterizations for any wet areas is necessary to make sure that the home is prepared for the cold weather. o Unless otherwise specified by local variation, the winterization process must include cleaning toilets and draining of all plumbing and heating systems in a manner sufficient to prevent freeze and/or other damage. Use of air pressure to clear the system, or in some cases, adding antifreeze to the system is both acceptable, provided that the effect prevents freeze-ups. All winterization should be performed in accordance with state and local codes, ordinances and regulations. Before and after photographs are required. Conduct Systems Check Conduct Appliance Test Minor Carpentry work. Interior re-clean as needed.
Property Preservation contractors are required to meet the following requirements as an Independent Contractor:
Qualifications Insurance requirements: Maintain a General Liability insurance policy with a minimum coverage of $500,000 to $1,000,000. Maintain Errors & Omissions insurance coverage in the amount of $1,000,000 Add client as an additional insured under all liability policies. Supply client with copy of the insurance certificate that shows they have been added to the policy. Insurance renewals must be provided to client Insurance certificate must provide a minimum of 30 days notice of cancellation or non-renewal Workers Compensation coverage is required for every state the contractor covers or a waiver stating that your company is not required to carry workers compensation. Must supply federal taxpayer identification number or social security number. Present a copy of a valid drivers license. You must have a clean driving record. Provide a minimum of three work references (property preservation related preferred but not required). Personal/Office/ Work Equipment requirements: Must be honest, motivated, and dependable with a good attitude and strong work ethic. Experience is preferred but not required and ability to follow direction with the utmost care and quality is required. Pay varies based on type of work and work orders completed. These positions are Sub-contractor positions (1099) Must have all necessary office equipment necessary. (Fax, Printer, Copier & Computer) Must be familiar with FHA and VA specifications as they relate to your area of coverage. Time management is a must and must understand deadlines, must be able to read a map and navigate. Must have a digital camera with a SD card only and 2gb. Must have a Cell phone. Laptop computer mandatory and must have computer knowledge, sending required documentation from the work site. Must have Vehicle (Handyman and Cleaning Service must have 1/2 or 3/4 ton pickup with 12'-16'+ trailer with 4' vertical sides for removal and hauling of debris to landfills. Handyman and Cleaning Service must have Generator-invertors 3kw; basic hand tools, ladder, vacuum, mop, broom, cleaning supplies, lawn mowers (hand and riding), blower, weed eater, shovel, rake, trimmer etc.
