The Idaho Department of Health and Welfare, Division of Operational Services has an exciting opportunity for a progressive, innovative, organized professional to work as a leader in our Procurement and Contract Management unit. The successful applicant will enjoy the opportunity to provide day-to-day leadership to a team that is responsible for providing technical assistance and service delivery contract administration for the Department.

Responsibilities:

* Direct staff in operational program planning, resource allocation, contract or subgrant writing and management, interpretation of Federal and State purchasing and contracting laws and regulations.
* Understand and apply contracting and RFP rules, regulations, policies and procedures according to state law, Division of Purchasing directives and DHW contracting unit practices.
* Develop and recommend Procurement and Contract Management unit policies and procedures and review internal procedure manuals to ensure compliance with laws and regulations.
* Interview, hire, and train professional staff and evaluate performance.
* Prepare, issue and evaluate formal (Requests for Proposals) and informal bids in coordination with program staff; Develop, finalize and complete contract or subgrant documents; Monitor contract or subgrant activities and recommend corrective action.
* Maintain communication with all customers and keep appropriate people informed of decisions, deadlines and expectations.
* Provide technical assistance and training to department staff.
* Direct and review data analysis studies such as common program expenditures, contract usage, operational reports and forecasts.

Minimum Qualifications:

* Some knowledge of supervisory practices.
* Experience developing and administering grants or contracts including funding and evaluations.
* Experience planning and organizing service delivery programs.
* Experience determining needs and priorities for operational planning and funding.
* Experience interpreting and applying laws, regulations, and policies.

Additional Qualifications: Are not required; however, having the minimum qualifications and the education and/or experience below will increase your score.

* Experience developing, evaluating and awarding service contracts from a Request for Proposal process. Typically gained through experience with at least one complete RFP process and resulting contract cycle.
