The Contract Specialist provides assistance to the Contracting Officer or other warranted personnel in the acquisition department of an organization. This position is a support position and does not have any commitment authority. All actions will be under the direction and oversight and signature of a warranted contracting officer. The Contracting Specialist position will be required to provide professional work involving the procurement of supplies, services and construction using the Federal Acquisition Regulations for simplified acquisition including development and issuance of Requests for Quotations, purchase order preparation, assisting with sealed bidding and negotiation, the evaluation of contract price proposals; and the administration or termination and close-out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors and related acquisition principles.
The Contract Specialist positions provides support to the contract organization and may be required to handle the following types of work:
(1) Soliciting through the use of RFQ’s, evaluating quotations or bids, negotiating, and awarding of purchase orders or contracts with commercial organizations and private industry. (2) Administering purchase orders and contracts by assuring compliance with the terms and conditions of contracts, payments, setting up and maintaining contract and purchasing files, drafting correspondence for the contracting officer and recommending resolution of problems concerning the obligations of the parties; (3) Terminating and reissuing purchasing orders. (4) Analyzing and evaluating cost or price for purchase orders and commercial purchases as well as providing assistance in the evaluation of cost and pricing; (5) Preparing sealed bid solicitations for others in the acquisition organization.
The Contract Specialist should have 1 year experience in the acquisition field and 2 years of general experience in business or a combination of experience and higher education. One of the 3 years must have been at GS-5 acquisition level or a GS-5 acquisition equivalent.
