Director of Public Works

Monthly Salary: $5,527 – 7,054

• $66,324 - $84,648 (Bi-weekly payroll)
• PERS 2% @ 55 - City pays PERS employee contribution

DEFINITION: The Director of Public Works is a management position (FLSA exempt) and exempt from overtime and may be required to work outside of the normal work period to meet the scheduling demands. Reports directly to the City Manager administrative direction, supervises, assigns and evaluates the work of staff engaged in the maintenance, repair, construction and operation of a number of services, including streets, water, wastewater, street sweeping, street signs, facilities and animal control in the Public Works Department; performs inspections of ongoing public works projects to ensure compliance with standards; ensures safe work practices, work quality and accuracy; serves as a technical resource for assigned work crews and the City Manager; performs other related duties as required. .

TYPICAL DUTIES: The Director of Public Works plans, organizes and directs the operation of Community Development activities and services, including implementation of capital improvement projects, maintenance and repair of equipment and facilities, financial management, regulatory compliance and personnel management. Assists in the administration of the Department's budgets; oversees and completes the preparation, submission and implementation of all budgets for building and equipment maintenance, and the water, wastewater, parks, and street programs. Prepares budget and scheduling estimates on assigned projects, obtains and thorough knowledge and understanding of applicable construction plans, contracts and documents, prepares preliminary plans for future expansion of water and wastewater system as it relates to treatment, monitoring water testing and sampling, prepares annual reports regarding streets, wastewater and water department to state and county, storage, source, and supply, and water well equipment. Assists in preparing and/or reviews contracts, agreements, resolutions, ordinances, and bid documents for assigned divisions; assists in monitoring the approved budget; coordinates with outside vendors for various supplies and services; requisitions and orders needed materials, parts and equipment.

• Any combination of education and experience that has provided the expertise knowledge, skills and abilities necessary for a Director of Public Works. A typical way of obtaining the required qualifications is to possess the equivalent of six years of increasingly responsible experience in public works, including four years as a supervisor or lead worker, and a high school diploma or equivalent. A bachelor’s degree in public administration, civil engineering or a related field is desirable Equivalent to a two (2) year Community College Degree w/ten (10) years mid-management or above experience in the areas listed under “Typical Duties”
• Knowledge of modern principles practices and techniques of public works management; operation of water and wastewater systems
• Possession of a valid Class B California drivers license
• Water Treatment Operator Grade II certificate issued by the State of California Water Distribution Operator D2 certificate issued by the State of California.
• Grade III Certificate as a Wastewater Treatment Plant Operator issued by the California State Water Quality Control Board (Grade II acceptable must be able to obtain Grade III within a year)

DESIRABLE QUALIFICATIONS: We are looking for a talented middle or senior manager with extensive experience in a department of comparable complexity and size in a public sector and/or private agency. He/she should have a strong background in customer service and progressive management practices and should provide a supportive work environment where department employees can work with independence, but remain accountable for their areas of responsibility. Requires ability to enforce necessary regulations with firmness and tact, read, write, and make formal presentations at the level required for successful job performance, supervise, direct and train personnel, and rapidly gain knowledge of City, Capital Improvement Plan, Budget and Ordinances. Candidate should also have general knowledge of State and County codes relating to zoning and planning concepts.
