Neighborhood Outreach Coordinator
Full Time Contract Position

Background: Formed in 1982, South Side Local Development Company is a non-profit community development organization committed to the historic preservation and economic development of Pittsburgh’s South Side. South Side LDC is one of the premier community development corporations in Pittsburgh and its projects and programs have been used as case studies nationally.

Position Summary: The Neighborhood Outreach Coordinator is a one-year, full-time contract position responsible for expanding the neighborhood dialogue regarding the possible benefits of a Community Benefits District (aka: Neighborhood Improvement District).

Major Responsibilities: The primary elements of the position include:
Community Benefits District
• Work with the Board of Directors and other professional program staff to advance the neighborhood dialogue regarding a possible Community Benefits District on the South Side
• Facilitate neighborhood participation in collective decision-making processes to identify issues; address issues in a realistic manner; establish attainable goals, and promote community betterment
• Integrate district organizing efforts with long-term, organizational change efforts
• Establish and build upon existing relationships and create new alliances with constituents through meetings, focus groups and surveys to define priority services for the potential district
• Develop and staff an Advisory Task Force with respect to the Community Benefits District
• Convey the Benefits District as a new service delivery strategy as a successor from the community development corporation model of neighborhood revitalization
• Act as program liaison to the Urban Redevelopment Authority as appropriate
• Work with consultants and oversee consulting arrangements as appropriate
• Demonstrate detailed technical knowledge of the specific legal requirements to establish a Neighborhood Improvement District in Pennsylvania

Overall Program Management
Other roles necessary to accomplish the above include:
• Work with Advisory Task Force to define long-term and annual program goals
• Support funding requests and prepare reports to funders
• Evaluate organizing effort using measurable outcomes and goals
• Any other work to accomplish the mission of the organization as directed by the Executive Director

Reporting Relationships:
• The Neighborhood Outreach Coordinator reports to and is evaluated by the Executive Director.

Technical Skills Required:
• Ability to establish project budgets and work within such budgets
• Excellent communication skills, especially with respect to written and oral communications
• Proficient computing skills with Windows-based software, including Microsoft Office
• Knowledge and proficiency of GIS software, specifically ArcGIS

Education & Skills
• Bachelors degree (Masters degree preferred) in urban planning or a related field and/or five years relevant experience
• An understanding of the principles of community development and neighborhood revitalization
• Strong interpersonal skills, including the ability to build relationship with diverse populations
• Coalition building skills, including the ability to motivate, negotiate, and persuade stakeholders into a course of action
• Analytical skills, including the ability to collect information, determine key objectives, and act strategically to promote desired programming
• Meeting facilitation skills
• Ability to balance multiple demands and set individual targets to accomplish goals independently
• Understanding and support of nonprofit community development organizations
• Work with both businesses and diverse group of residents and organizations
