Job Description

Job Title: Executive Director FLSA Status: Exempt / Part Time Position

Reports To: Board of Directors

The Executive Director is responsible for providing strategic leadership for the existing programs by working with the Board of Directors to establish and implement long-range goals, strategies, plans and policies. The Executive Director serves as the agency’s liaison to State and Federal funding resources, community social service agencies and the media. The Executive Director oversees the program directors and staff and assists in the successful implementation of the full array of services they provide. The Executive Director oversees and ensures that all agency activity is in full compliance with local, state and federal regulations and the organization’s Code of Ethics.


Administrative Duties

v Provides leadership to ensure that all goals of the programs are met.
v Assumes responsibility for Financial Management of the agency in partnership with the Board of Directors including: deposits, payments, vouchers, checking accounts, financial records, reports and tax filings.
v Assumes responsibility for the preparation of budgets and financial reports to include financial Year-to-Date, fund raising activities and additional activities which directly or indirectly impact the existing programs.
v Directs human resources activity in accordance with applicable laws, including recruiting, interviewing, hiring and training employees.
v Supervises and maintains the volunteer program.
v Assumes responsibility for researching and pursuing potential public/private funding sources, writing grants and manages related grant activity.
v Assumes responsibility for marketing of existing programs and the preparation of annual and other required reports.
v Serves as liaison with the Board of Directors and attends all Board Meetings , serving as a non-voting, ex-officio member of the Board.
v Maintains a strong and collaborative relationship with the Board.
v Provides Administrative Support to Secretary of the Board of Directors to ensure that Board notices, minutes and procedures are maintained and followed.
v Works with the program directors to design and implement new programs as appropriate.
v Reviews and recommends any modification to the existing programs to the Board of Directors, which will make the final decision on implementation.
v Assumes responsibility for drafting and distributing promotional materials and coordinating and assisting the Board of Directors and staff in implementation of programs.

Program Activities

v Guides and assists staff in providing outreach to clients, including HIV antibody testing, Hepatitis and other STD awareness, providing needle exchange and appropriate counseling to clients in accordance with the agency’s established procedures.
v Actively promotes HIV and hepatitis prevention and awareness efforts through the public media,
v Oversees the Counseling, Testing and Referral - HIV Prevention Program.
v Interacts with other local and national organizations involved in similar programs, travels to appropriate conferences and meetings and represents the agency as a member of the Maine AIDS Alliance.

Additional Duties

v Exhibits sound analytical ability, identifies and resolves problems in a timely manner and exhibits sound and accurate judgment.
v Prioritizes and plans work activities, uses time efficiently and develops realistic action plans.
v Interacts harmoniously and effectively with others, focusing upon the attainment of program goals and objectives through a commitment to teamwork.
v Conforms to acceptable attendance/punctuality standards.
v Performs other related tasks, as requested.


Must possess cultural awareness and competency with the target client group s .
Prefer four (4) year Bachelor’s Degree in Social Work, Public Administration or related field. Understanding of financial matters including contracts, accounting methods and procedures, budgeting, financial management and financial planning preferred. Competency/experience with grant-writing and RFPs Request For Proposals desired. Strong computer proficiency and Internet experience required. Prior experience at administrative/managerial level required. Well-developed interpersonal and verbal and written communications skills are essential to maximize communication within and outside of the agency. Prefer three years supervisory experience in a public health or social service setting.


Work is performed in general office environment. Light lifting (up to 50 pounds) required. Full range of physical mobility including driving, walking, sitting, standing, stooping, carrying, reaching and manual dexterity is required. Current State of Maine driver’s license, clean driving record and reliable transportation required as occasional travel to other facilities is required. Ability to multi-task and work a flexible schedule is required.
